Low Speed Hesitation

Low Speed Hesitation
I have a stock 2007 Mustang with the 4.6L and an Automatic. For a while now I've been noticing a hesitation at low speeds, like driving in a parking lot. I can push the pedal and it almost does nothing until about 10 to 15% throttle, and then tries to take off. It's this way all of the time.
Anyone else run into this? Any thoughts for solutions?
My guess is a throttle position sensor, but I figure it's good to look into it here first.

that car has drive by wire, you may need a new gas pedal (Rockauto.com)..You can get under the dash, undo the plugs, take the gas pedal off, remove the side cover and clean out the brass contacts really good. It could be all crudded up. A new throttle body is also a good idea.
