Oil Filter Housing Question

Default Oil Filter Housing Question

Greetings,
I have looked everywhere and cannot find any information regarding the small opening in the oil filter housing that has a hex nut in it. It looks like a drain of some sort, and the hex nut is sticking out about 1/4 inch. Is this the right position, or should it be flush with the housing surface? It is in the Haynes manual photo, but is not labeled nor explained.

i just changed my oil and didnt notice anything sticking out like that
