2011 national MPG Requirements?

Anyone see the new 2010 Fusion? 41MPG City... The only weird thing is that it gets 36 highway.
I've always laughed at how un-practical the SMART Car is (only getting 39MPG), now some guy in a Fusion is going to get better MPG then them.
