Lightbulb 1982 HO Mustang needs help!

Greetings Mustang Experts! I need some ideas for a 1982 Mustang. Here's the situation: 1982 5.0 liter HO mustang with ~40K miles all original. The car is a bit dirty but generally in good condition. This is the burgundy red car with the T-tops, non-functioning hood scoop, original checkered flag Recaro seats, 4 speed, 2-barrel carb, 4 lug wheels. The car has been sitting in a garage for more than 5 years. It runs but barely stays running, brakes are shot - likely master cylinder but I wouldn't trust any of it and will likely swap out most of the brake system with stock or aftermarket option. My brother owns this car and wants to get it back on the road possibly with some reliability and performance improvements but without breaking the bank. A few questions for the experts: 1) Does this car have much financial potential if left stock? I see them for sale in nice condition for $8-$12K but originality doesn't seem as important in the Mustang community unless its a limited edition car -- this one is not so limited but always draws some attention. 2) Is there a good brake kit out there that you'd recommend for an upgrade that maintains the 4-lug wheels? 3) I'm thinking of a disc brake conversion for the rear...thoughts on disc versus keeping the drums? 4) Engine: should I convert to a 4-barrel manifold? 4-barrel carb or Holley EFI system? 5) What to do with the emissions equipment? Junk it all? Remove and save it? Re: emissions requirements, the car is in Florida and will likely stay there. I appreciate your advice and specific product recommendation/sources if you have experience with them.

Honestly with such low mileage I would keep it as stock as possible, they do seem to be going up in value since most mustangs out there are either heavily modified or ruined
