Default "bleeding" the fuel line?

Im having some trouble getting my kit to work right. Its a zex wet kit with the active fuel control system. When I installed the kit, I tapped into the fuel rail after running the car dry. My question is, should I bleed out the fuel line to the NMU to get fuel pressure in it. Im thinkin there is no fuel behind the NMU so it wont shoot the nitrous (purpose for fuel control is to keep u from going lean or rich). The only other thing I can think of is that the nitrous jet or nitrous half of the solenoid (in zex it is 2 in 1) is plugged. Is there any way to test this?
