Default By-pass Valve Question

I am currently using the Bosch by-pass valve supplied with the Novi 2000 with a 12 psi pulley. Upon running my car on a chassis dyno, power slipped off at 5000 rpm. Are these by-pass valves known for bleeding off boost?

I mean a bypass valve is set to realease pressure from the blower.

Yes, so you should check the boost to see if it's getting less boost. Also, the stock 91 5.0 has a powerband that ends at 5000rpm.
