Default Rust water coming from center caps of the wheel

So I have just started getting this problem when washing my car. After im done washing and i go for a ride and then get out of the car. I have rust water on my wheels and a little bit on the fenders. This is rather annoying and i was wondering if anyone has a solution. Here are pictures of the center caps from which where i believe the water is getting through and rusting inside the wheel. The second picture is the without the center cap and for some reason i couldnt get pic to load directly onto website. thanks for the help

The pictures not great, but its more likely that the rust is really coming from the rotors. If your car sits and gets wet the water pools up in the rotors, when you move the car it dumps out onto the rim and goes everywhere. Might look into that as a possible cause
