Can you disable the TPMS light without removing the the instrument panel?

If you just changed wheels, I don't think its actually that hard for whoever mounted the tires to change over the TPMS sensors as they are in the valve stem on the 2011's, not the band type where you had to buy new bands. Other than that, I can't answer your question.

Not legally (a Federal thing, separate from state inspections and inop warning lamps),

. . . without removing the the instrument panel?
but if it's even possible I suspect it would involve hacking the SJB.

I don't care for this whole TPMS business much, either. But I found that I'm entirely OK with letting a little strategically located round black sticker speak for me.

Where is the receiver located?

In the '08, it's in the SJB and I'm pretty sure that it shares the same little antenna that the fob talks to the keyless lock/unlock through. Changing the sensors from band to valve stem shouldn't have forced any receiver changes.
