It's on my 2017 convertible as well, just on the passenger side. I thought it might have something to do with the top, so dropped it and took another look at it but it didn't seem to change. Sorry, can't help you and I am just as mystified as you by it.

I never noticed it on my 2013 or 2006.

Yes right side is passenger side. I thought it might be a release for the top if it is down and battery dead but???

It is a tension strap. There is one on both sides of the car. You will note that there is an adjustment screw up the centre to change the tension. If our cars did not have a headliner, you would be able to see where the strap goes up over the top frame. My car had the top replaced prior to delivery, as the top had a stitching flaw in it. The driver's side was constantly dropping out, as the fumblers who did the top must have broke one of the clips on the trailing edge of the plastic, so when I put the top down (and the strap was no longer in tension) it would fall out. This may be the reason yours fell out as well. If this is the case, note that the two holes in the clip line up with holes in the sheet metal panel. I simply found a sheet metal screw in my bin of things that fit, plus a washer. Put the top partially down to release the tension on the clip and start the screw, put the top fully up to tension the clip and then tighten the screw (not overly tight, it's only to hold the piece in place).

I put it back in place within a few days of seeing it down around May 15 or so. It never fell off again.
