When I switch over to a carb I was thinking of running two pressure regs to step down the pressure gradually rather than all at once so as to not blow out the seals. Think this is a good idea or is it just wasted $?

45-~20 ~20-7 or so.

http://holley.com/12-803BP.asp have the inlet for the inlet, then theres 2 outlets, one goes back into the factory return line, then the other goes to carb.

im in the process of writing up a sticky for efi to carb swap, so in the future you should see answers for all the questions you posses lol
