Default Holley Carb Hesitation

I just finished the rebuild of my 302. I installed gt40p heads, xcam, edelbrock rpm performer intake manifold, holley 650 dp carb, shorty headers, bbk x pipe, new roller lifters, new pushrods, 1 inch carb spacer and I have full msd ignition from distributer to 6al and coil.
I brought the car out for a ride and when I put the pedal to the floor at the motor goes completely dead for a second then opens up. I also noticed that when I am just going through the gears easy on the gas there is a tiny bit of chugging....barely there but there none the less.
I have adjusted the float level and cleaned the carb and made small adjustments to the fuel mixture and the problem is still there. I am new to carbs and dont know where to go from here. I bought the carb off of a buddy of mine and it is used. It was sitting for a few months before I got it but when it was installed and fired it seemed to be ok. Does it have something possibly to do with the carb spacer? Any help would be appreciated.

Prolly needs to be jetted, then set the accelerator pump. If you don't know carbs, go out and get a Holley carb tuning book.

vaccum secondary carb or mechanical? if it's the 650dp I'd assume mech?? if so you may need a different pump cam that has a more aggressive delivery rate, but before messing with that , usually you change out the squirters, on them there is a number such as 31, 33, 35, ect ect... = size
