I have just researched the specs on cars.com and i have to say i dont think you will have a problem. the 2006 cobalt ss(non-supercharged) has 171HP with 163TQ and a curb weight of 2,991lbs. You figure with a driver and his supposed (weight reduction) he is gonna be sitting at around 3120-3130?? You are gonna be around 3250lbs, so not that much more. I mean come on, you should have about 25 more horses and around 60 more lbs of TQ. you should be able to take him no problem. The V6 Mustang may have more torque but it's ate up by added weight and poor gearing. I have raced several SN95 V6 Mustangs in my 2001 Z24 and have only lost to one, he had more mods than I could count and ran low 14's.
So basically if he has over 150 flywheel HP your most likely toast....................
i just found this too, 2000 mustang coupe base weights around 3,064 lbs. So 3250 is not a far off number concerning about 180 for the driver, plus stereo, bags, etc.

I doubt he has anything beyond the CAI and Fartcan, the rest is most likely BS. The CAI might be worth a couple HP but the Fartcan is worthless.
Well I guess removing the spare tire, trunk carpet and floormats could be Stage 1 weight reduction.
As for the race my 2001 Cavalier Z24 has the 2.4 TC which is a little faster than the ECOTEC Cavalier and I ran a 15.1 @ 90mph with only a K&N filter.
There was a race video posted on here a while back with a V6 Mustang vs Cobalt. The Cobalt has the same ECOTEC engine as the Cavalier and the Cobalt won the race.

Back on topic, I think hes gonna whoop your ***. The stage 2 cams give around 15whp, and the other mods probably gives him about 10whp or so. I was about to get stage 2 cams for my Alero, but I sold it for the Stang.

The 2.4 TC is faster than the ECOTEC, any J-Body website will have several posts about the same thing.
I hate to quote magazine tests but they even had 2.4 TC > 2.2 ECO. You wouldn't be passing me in your Alero.

I actually had a Z24 Cavalier when I was 16, with 150hp/155lb of tor... I believe. I had never raced a V6 Mustang in it, but I did beat several Civic si coupes.. if that helps at all.
