This is just for show. The most that will come out of it is higher taxes unless they put some teeth into it.. and if they do that... then they can make a more efficient car. DOD technology would do wonders on the highway for a stang, and thats current technology already in use.
Whats worse is all light trucks are supposed to be at 20mpg... and the average is closer to 15... I would be more concerned about those than about sports cars.
C'mon. GM, Ford and DC already have more fuel efficient engines ready to go. There's an optimized Modular, LS-Series, and Hemi sitting in labs that get 40+ mpg and make over 500 horses. As the years go by, we just get gradually less crappy versions of them.

Btw if we make the switch to e85 with this, i wonder if they will rate it using actual gallons of GASOLINE used or e85, cause you need more e85 to equal the btu's of gasoline, which would **** this law up even more.
