no power to fuel pumps...???

Default no power to fuel pumps...???

New to the SVO here. My 84 2.3T has no voltage to the fuel pumps. The relay under the driver's seat is not switching on. If I manually ground the relay ground wire it will activate and send power to the under chassis pump but the tank pump shows a "low voltage pulsing" via test light to the ground wire.
The in tank pump has been replaced. With the under chassis pump running I still get very little fuel pressure to the fuel rail.
Any suggestions from the masters here?
