Find out everything you can about the bulid. If it is that good, I would be asking more for the car. Especially since it has been squeezed on.
Make sure your search for another ride has been thorough. You can find some damn nice cars out there in that price range.
Personally, I would not make a move until I knew who did the engine work and every piece that went into that motor down to the rod bolts.
That relocation kit and tach/shift light give me the impression the car was a track *****.

1) Bring it to a TRUSTED mechanic.
2) The second you get the mustang, remove that damn wing.
3) Remove the stupid stickers.
4) (optional)Paint them Bullit's antracite. ()
If everything checks out with the mechanic, make 1 more final offer trying to low-ball the person. Has it been in any accidents? If he sounds like he is lying...get the VIN and run a carfax.
Then your good to go!
