Default P0153: What could cause this code to come up?

P0153: HO2S Sensor Circuit Slow Response.

I have replaced all theO2 sensors and put the stock C.A.I. back on the car. I can't smog my car cause the tests that I put the car against at work showed that the EVAP, Secondary Air System, and EGR test were failed but the OxygonSenor and OxygenHeater test passed. What could cause this?

A code P0153 may mean that one or more of the following has happened:
[ul][*]The oxygen sensor is faulty[*]The wiring to the sensor is broken / frayed[*]There is an exhaust leak[/ul]
You may want to take a thorough look around, make sure everything is in tact.
