I wouldn't buy a car with that much work done to it. With what that cost to put together, he would have probably been better off, just buying a termi in the first place.

It's not a real cobra, and it'd be ok - if it didn't claim that it was (the car itself) - that car should be stripped down.

Personally I would never buy a conversion unless I knew the builder personally. There are too many unknowns. The biggest being how well the package was installed. Resale down the road will be horrible since it isn't a real Cobra. For someone on a really tight budget, maybe, IF you can check the car out thoroughly before buying. But if it were me, I wouldn't even consider it. JMO.
