There are 3rd party companies to handle ebay or unseen vehicle purchases. The companies will verify VIN and give you an overall view of the car. Many also handle the exchange of money. Maybe for about a 1K you can have a company look at the vehicle, handle the transaction and ship the car to you. Use a reputable company though. Also the 1K price is a bit of a guess.
