10% is plenty to prevent rust. Also most wetting additives provide rust protection and lubrication. If you're in Socal, you don't even need 10%, especially if you have a garage. My last car was a Supra, which are notorious for heat problems, and this was the only way to get it to run right in the Texas heat. I also run a lower temp thermostat in the summer.
