no. the 99's had an issue with the intake. this caused them to make a good deal less power than advertised. but about 95% of the 99's have had it done.

The fix was only for 99 Cobras, not GTs. I'm sure if you have the vin and call SVT they will tell you if it has been done or not. And to your original question, if anything should be changed right away, yes, change the horse on the front grille to a snake, cause its not just a mustang, its a cobra.
