I guess it depends on the seller I got one for my Fiero from a seller called trackracing and it was supposed to be a direct replacement, and it wasn't the only thing that fit right was the hose clamp to hold the intake to the throttlebody![:@]

not intirely true, some people including jthorn have gotten cai's on ebay and said they worked perfectly fine. i have never heard them decreasing hp but some have said that they dont fit right, but its an easy fix with a quick trip to the harware store. its your call though.
If you get generic ones that just hang out in the engine bay they suck in hot air and can decrease HP. The ones that go in the stock fender well location are fine.

+1 I also have one from Ebay and it is just fine it did add power as far as I am concerned and it sounds really cool too. I wouldnt spend a ton on a BBK especially knowing that the Ebay one works fine.

buying an e-Bay CAI would be like banging a chic with a plastic baggie instead of a condom, it might work, buy why risk it and not do it righ?

yes of course, but if you buy one that is fenderwell mount then you wont lose hp. every CAI would cause a loss in HP if they werent fenderwell mount and didnt come with one of the dividers to keep the engine heat off of them. its not a matter of the quality that will cause the loss in hp when talking about the ebay ones, its just a matter of what kind of mount you get.
