Reverse Lights dont work....HELP!!!

Reverse Lights dont work....HELP!!!
Ok, need some help. MY rever lights wont work and i need to fix them for inspection. I replaced the bulb on the left side and got nothing check all the fuses to and they all appeared good.
Do i need to replace both bulbs for them to light up\?
Also what else could it be beside the bulbs on the fuses being bad, which it seems to be not the problem?
