Default P0401

my check engine light is on and when i hook it up to the computer it tells me p0401 EGR insufficient flow detected. im thinking its just bad carbon build up. would cleaning the hoses and a tune up get rid of this?

MEERLY A THOUGHT!

Im not sure about the mustang but on my sunfire the EGR stopped working correctly so I took it off and sprayed it with carb cleaner then worked the diaphram up and down till it moved smoothly.
