Default Sequential Turn Signals

I found this on ebay and i'm thinking of getting it (looks real nice ) http://cgi.ebay.com/ebaymotors/WebEl...spagenameZWDVW
but i'm not sure if this is legal in Canada? Should be, eh?

Also, how hard is this to install? Could I try myself or do I need a guy's help on this?
