Does it have a tachometer? If so,what are the RPM's doing.
Fuel/Air filters? Throttle adjustment? Torque Converter issue while accelerating?
Even if you have 3 gears working, you should be abler to pull more than 60 (1:1 3rd gear ,and 2.73 or 3.08 rearend)

Edit: Can you go WOT from a stop, will it rev higher than what it would run on the highway? Will it pull good 0-45MPH?

These cars don't have anything that will apply the brakes other than the driver or some thing maybe pulling on a parking brake cable but the car itself can not apply the brakes. Even the cruise control just lets it coast if it' goes over the set speed.

If the throttle cable is out of adjustment or the pedal is hitting some thing it very well could have to go to the floor to hit 70. Try bunching up the floor mat under the gas pedal, it'll be "floored" and you will hardly move.
