No, you have to buy a T-lok, but I'd look into getting a better differential than a T-lok.

No, there is no way to pass and inspection with an O/R pipe, high flow catted systems are already close as it is, but most will still make it, but O/R, not a chance as they remove the cats which filter out your fumes which allows you to pass inspections.
