thats a throttle body spacer. Intake spacers work differently and have been proven to help out low in the powerband.

when i was young and dumb (still am lol) i used to purposely drive through deep puddles just to see how much water i could throw around. i had my CAI on the whole time and never had a problem with it. water never touched it so you should be fine.
