Default Fuel Pump Problems

Looking for some tech help. My 98 V6 will not start. I have replaced the in-tank fuel pump, the relay control module located in the right fender well, and have verified proper spark. I am only reading 6.6 volts at the fuel pump connector at the tank with the key on. The manual says I should be reading battery voltage at that connector. I have battery voltage at the input to the relay module in the fender well. Not sure where to check from here. Any help would be greatly appreciated.

When you say the relay control module, do you mean the CCRM? If that was good, how about the voltage going in/out of the FPDM in the trunk?

Yes, it is the CCRM and it is a new part. I have battery voltage to the input of the CCRM. I bypassed the inertia fuel shut-off switch in the trunk and the results are the same; 6.6 volts to the fuel pump connector. What is the FPDM? According to the manual, the inertia switch is the only component other than wires and connectors between the CCRM and the fuel pump.

the fpdm controls how high the duty cycle gets on the pump, at a full 12v, the pump is running as hard as it can. The FPDM is located on the diagonal brace thing behind the passenger side trunk liner.

please help, im having an identical problem! my car has no FPDM! 97 6 cyl convert! 6.5 volts at pump, 6.5 volts at inertia switch, 12.5 at fuel pump fuse, replaced pump, ccrm! im lost!!
