Its the same amount of effort to remove old rotors and install new ones as there is in removing old rotors, bring to shop to turn/resurface, and reinstall. I agree... A good parts house can usually do this for you too... The closest Napa to me does it for $15 per - much less than a new rotor of similar quality to your OE ones. I usually drop off the rotors, go to lunch, and then pick them up along with new pads. Make one trip out of it.

On that note, I might as well throw in my .02 and say that I will probably never pay someone else to do my brakes... They are super simple, especially with disk brakes.

To answer the OP's original thought. You turn rotors every time you replace pads. Replace rotors when too thin to turn.

O'Reilys by my house turns them for free. As for buying cheap rotors, you do get what you pay for. I have seen the $20 that could not be turned once. I personally went with Raybestos the last time I got some.
