My wife complains that when she drives the car (a 2002 model) that the wipers come on randomly while in the off position. It never happens when I drive it, but it seems to happen because she tilts the wheel down. Is this a problem with the switch stalk assembly ?

Most likely you have a pinched/shorted wire in the steering column. Take the plastic cover off and start poking around. One of the wires from the multi-function switch is probably worn through or broken and is touching some metal in the column. Good luck...
