Default front end vibration/shaking

Hey all. I'm getting tired of trying to tackle this job. Figured I'd ask someone else.

Problem : when driving above 50mph I get the slightest vibration. I have had the wheels balanced maybe 1000miles ago. When I brake from that point my steering wheel shakes about half an inch back and forth each way. THIS CHANGES DEPENDING ON WHAT ROAD IM ON. (that's the head scratcher) If I'm on a fresh black top, I shake. If i'm on just plain old cement road, 0 shake. I've replaced the rotors/brake pads within the last 3000miles. Today I replaced the driver side hub assembly, where it felt like it was coming from (driver side) and I can't tell if its just me or if its truly moved to the passenger side. The passenger side hub is gonna be replaced too, as the driver side had no grease left to speak of on the spindle but before I go tearing into that I wanted to get some other ideas.

Thanks for any input.

Could check the idler arms and tie rods. Sounds like it might be a tie rod.

+1 on the tie rods, could also be a bad strut or a loose strut mount.

Do these have an idler and pitman arm?
