If you leave the stock cats in place on your midpipe and run true duals from there on back, conversion to dual exhaust will have no impact on whether your car will pass emissions testing as long as it will do so with your current exhaust set-up.

If you get GT cut offs, add on your own mufflers, and get the h pipe type adaptor, you'll still have your stock cats and you'll be legal, but if you go to another county or state and get a true flow dual exhaust set up and get an x or h pipe with cats, you should be OK to some certain point on emissions test, but all in all, I doubt that you will be tested unless its the law where you live. So my advice is do what you really want.
