Default Tuners, CAIs and high altitude

Before tuners on the old cars we adjusted air fuel with the jetting. At higher altitude (around 5200 feet) we got good throttle response and performance gains by using smaller jets to lean out the mixture.

How do the tuners compensate for altitude ?

Would a CAI that would cause too lean of a mixture at sea level be likely to not cause the same or as much of a lean mixture at 5000 feet ?

Just want to learn how this all works.
