commonly referred to as static electricity. You're producing electricity when you slide in or out of your seats. In the old days people would spend $5 for a ground strap. It hangs under your car and grounds it to the road preventing shocks. Some static-free spray applied to your seats occasioanlly will help. As will grabbing a metal part of the car as you open the door and slide out. Polyester and man made fabrics create the most shock. Cotton and wool will lessen the shock usually will also. But the ground strap works the best. Look at JC Whitneys, they have them. You can hide them under the car so it can't be seen.
