C.A.R.B. exemption?

i saw these specs on the AEM intake, and i was wondering what the last bullet meant, the CARB exemption

C.A.R.B = California Air Resource Board. They are the governing body who makes emission parts legal in california. Most of us californians would like to see them ummmm... disapear?????
