Default C.A.R.B. exemption?

AEM Synthetic Dryflow Brute Force Air Intakes

* Extra-large, proprietary, synthetic dryflow element
* CNC mandrel-bent 6061 polished aluminum pipe
* Free filter service kit included
* Complete hardware kit, and installation instructions
* C.A.R.B. exemption (50-state legal), Adds 19+ Rear Wheel HP

i saw these specs on the AEM intake, and i was wondering what the last bullet meant, the CARB exemption

thanks
