help me pick an engine build

help me pick an engine build
im planing on doing something with the engine this winter and would like some imput on what I should do. Im not looking for a lot of power per say im really interested in realiable power. not going to supercharge or anything.
1. http://www.latemodelrestoration.com/item/MMR-400600B, put this engine in and put the pi heads and be done. around $3500 or so maybe more
2. get the engine thats in it rebuilt have no idea how much it should cost to rebuild with decent parts.
3. get this http://www.latemodelrestoration.com/...P-Crate-Engine then i would have to get the k member and intake and i would go carb on this engine for the simplicity factor. probbaly $4500 or so for everything
Im not really interested in buying a used engine i want it to be brand new because i plan on keeping this car for as long as I live and want to know that I can get on it every once in awhile and not have to worry about breaking it.
any help is appreciated on th most cost effcient way of makeing good reliable power.
