throttle

i think my throttle cable on my 91 5.0 keeps sticking when the tranny downshifts it sometimes harsh and sometimes good what should i do its an automatic? i was told to adjust it but when i adjust it to feel better it still downshifts hard, when i adjust it for faster shifting it downshifts hardand it shifts to fast and loses power, is it a sticky cable?
