a couple things you can try.... the big thing is have the timing as low aspossible... try it at 8*, stock is 10* but if it's close they might let it fly.

then make sure it's hot, run it hard w/ the AC on to make it as hot as possibe

also use the "guaranteed to pass" from kragens or wherever you go

read the instructions and do what it says

you should be ok

does the car have cats ??? is the exhaust stock ?? should be 2 precats and 2 cats i think it's like the newer ones

'83 came stock with a y-pipe from the headers to a single exhaust pipe, and it does have the cat for the single pipe. i'll do what you suggested and give everything a good look over to make sure everything is connected and stuff.
