Mine shifts to 3rd well before that point. I would not worry about it unless you feel it slipping. Also, just for kicks make sure there is vacuum hose running to your modulator. You can adjust ship points based on adjusting modulator - but in my experience not worth the effort. If you want to control you shifts put in shift kit. Will giver you a little firmer shifts and let you manually shift

I know how to solve this problem...
When I had the C4 Tranny rebuilt, they installed a new Vacuum Modulator, which has not been adjusted yet...
Its actually quite simple to do... Pull the vacuum line off the vacuum modulator... get a narrow tipped screw driver... insert it into the hole that the vacuum line goes on... and turn the screw inside... In to reduce the vacuum advance,,, out to increase it...
Any way, from what I learned... I screwed in in 4 turns (reduce vacuum, which makes the car shift later in the RPM Band),,, should take it for a test ride tomorrow PM...

yes, you can change your shift point by as much as 600+ rpm adjusting the vacuum modulator...if it's adjustable. No screw inside the modulator means about $30 for an adjustable unit. Clockwise shifts later, but harder, counterclockwise shifts earlier and easier.
