You are referring to the vapor trap. It is in the air intake just behind where your air filter box connects to the tube. It is held in place by a rubber lip inside the tube. Many people have done many different things to get it out. Some folks have actually rolled back the intake tube to where the lip is rolled out and then removed the trap. Others have just worked patiently with a pair of needle nose plyers pulling from side to side until it slips past the rubber lip. Personally, I took an X-acto knife and cut the lip out. Pulled it out with a pair of needle nose.
Whatever method you use to remove it, just make sure that you don't grab the filter part of the trap and rip it all apart. Will make quite the mess that you will have to clean out of your intake.
