Interesting. Dude thats some good info. I did a little search for the type and this is what I found.

Looks like he needs the 4030 flexible stuff and at that price I'd say its worth a try. Question is does he need to put some reinforcement behind the repair. If I was trying the repair myself, I think with as easy as the bumper is to remove, I'd remove it so I could have access to both sides. Then off to the paint shop with it and no need to worry about overspray on the car since only the bumper will be there.

that's what i figured. i've neevr heard of this happening ever before and i was baffled when he told me that his paint guy said i'll need to re-fix it in a couple of years and it's better to buy a new bumper, and the price for paint on a new bumper would be a grand. wtf was this guy on!!

Yes, be sure to put a good patch on the back side since you'll sand most of it off on the front.
Before applying this, grind the back side widely really good for good bonding.
Grind the front part as well but don't spread out too much past the cut/hole.
Don't be afraid to make deep gashes with the grinder.
Also, you might want to use a heat gun first to make everything flush before starting the repair...
