You're probably right ... a lot of trucking and construction outfits probably do violate more often. But, you're overlooking one big thing ... the owners of those companies usually have the money to buy influential political friends who will conveniently look the other way.
I've seen federal oversight agencies at work. They fine a company for violations. Company goes to their respective political connections, and has fines reduced or thrown out by political appointee running said agency. Company now pays no fines, or pennies on the dollar.
So ... who are they left to come after? The slob in the broken down truck, who can't afford to buy something newer ... let alone pay a fine? Or, do they come after you and I, who obviously have the money to buy a nice car, and have enough extra change to add some aftermarket upgrades?
We're targets of opportunity ... enough money to afford the fine, and not connected enough to get out of paying it.

Hey I agree everybody makes their own choices in life, but somebody else's choices can affect other people. I'm a biker and ride a Harley. My exhaust is not stock and is a little louder than stock, BUT it's still legal and doesn't violate noise ordinances. I ride responsibly, don't rap the throttle at intersections and then look around to see who's looking at me. However, there are many other bikers who want the loudest exhaust they can have because it makes them feel like a real bad biker. These are the people who buy $35-40K custom bikes that only get about 500 miles a year put on them. These RUBs (Rich Urban Bikers) with their garage decorations get out once a month and do more damage to the reputation of real bikers, when they have to show off their straight pipes. It's funny, but on a modern bike straight pipes actually rob it of HP and torque. As a result the local PD at the direction of the city council is enforcing the city's noise ordinance, not only on bikes, but cars and trucks as well. Something that's on the books, but rarely enforced is now getting a lot of attention because of a few A-holes.
So my point is these young wannabe studs who use their car as an extension of their lower anatomy, run illegal exhaust systems, want the most "obnoxiously" loud exhaust they can find, do burn-outs in front of their houses, race on public streets, get themselves and others killed, etc., etc. are only making things worse for the rest of us. You want to have a race car? Fine, run it at the track and trailer it to and from your house. You want to irritate your neighbors? Go ahead, but don't come here and whine like some snot nosed spoiled two year old and expect to get your cyber-diaper changed.
I live in a state where there are now laws which prohibit kids under 18 from driving a car with passengers who are under the age of 21. Why do we have such a law? Because of the many snot nosed, pimple faced young NASCAR wannabes who have been racing up and down the streets showing off and getting themselves and a bunch of other innocent people killed, driving the hotrods that mommy and daddy bought for them, to make up for their lack of love and attention.

And yeah I agree with you that some people give Mustang owners a bad name but when I see those people they are generally in sn95 Mustangs and they only have them because they bought them used and they cant usually afford new cars... At least around here, and I dont mean this in any kind of disrespectful manner, but... those people are usually all from the same..shall we just say.. "group"

I'm sure there's a lot of good emergency room physicians and nurses who DID study hard, and still work nights because they have to.
I wonder if your attitude would be different, if saving YOUR life depended on one of those folks, and MY car's loud exhaust prevented them from getting enough sleep to perform their job in a competent manner. :-)
Just something to think about, when you're trying to justify not being a considerate neighbor. :-)

i never said i was inconsiderate neighbor, but i think asking someone to change thier car is out of line, rude, and way more selfish, you know as well as i do that anyon ehere wouldbe more considerate, you make is sound as though this is being done on purpose and it isnt.
as for the comment about drs and police and stuff working nights for us, g-d bless em cause i coudlnt do it, however think about this, i make dick inthe real world int erms of income, so how many drs and emts you think live in my building, ill tell you.....none, its different when you than when you own. i doubt im really making life inconvienent for thos efolkls you mentioned. also you need to consider that your now accusing me of purposly being inconsiderate, in regards to homies situation withhis neighbor i seriously doubt the noise is malicious in regards to practice or intent. which is my point, its one thing if being done on purpose, but its not. and niether would it be in regards to me. i thin the the nieghbors request is unreasonable, maybe he should ask him not to gun it, but to request that he modify his vehicle, is out of line.

What about all of the other people out there that work hard, but may not earn much. They don't count in your reality, obviously. You also state that because he is not purposely being inconsiderate, than the neighbors shouldn't have a problem. Man, I am going to try that excuse more often.

The original poster didn't ask about whether his setup is emissions legal or not. He asked if anyone could recommend a quieter exhaust. It's clear that he is a considerate neighbor and is not being purposely irritating. If he really didn't care, he wouldn't have taken the time to make a post.

Getting back to the original topic, I would probably take up your neighbor's $800 offer. You can probably find an exhaust and get it installed for less than $800. Keep your current setup and store it. Put it back when you move and sell the setup your neighbor bought you. Extra money for you.
If you really wanted to get something out of all this, take up your neighbor's offer, put the stock system back on, but put on new tips so it looks like a new system. Then keep all that extra money. Put it towards something else.

and as i have said before ifi tis a deliberate making of noise then by all means the guy is in the wrong, he shouldnt be making a racket just to do so, but if hes driving normally, then deal with it.
also used to have aguy who would start a harley and run it for 60 mins every saturday right behind my bedroom, i didnt bitch, i tried to sleep & deal with it, or got up and did something productive. so please i have been there and done that, and lived it, i just like most, simply deal with it, plain and simple, i didnt make outrageous requests of my neighbors, especially the one pissing in the hallway(i dont think asking one to refrain from urinating inthe complex hall is a major request), nor of the guy with the bike, i mean really he had a LOUD bike (it shook my walls and things off of my walls regularly) , who cares, sometimes it woke me up earlier than i wanted....darn.....

its not that i dont care about others, its that im tired of everyone out there wanting everyone else to make thier llife (with specific requests) easier, whatever happend to real men? i find more and more people look to others to fix thier problems in society today as opposed to playing the cards your dealt and simply dealing with it.
i think this guy is a helluva guy for considering doing it, i might... i might not, depends on how well i knew the neighbor and how he approached the situation. apparently he wasnt rude, but i still think it is a dumb thing to ask of someone. i really think sometimes inlife people should mind thier own business, and this happens to a case of where i subscribe to that belief, especially in this case. An exhaust tone is like music. You don't turn it up to make it sound better, you put on a better song. Turning it up only allows everyone else to hear your tastes... whether they like it or not. Being in a free country might give you the right to be an ***, but at the end of the day, being a free *** is still being an ***.
