Some kits include the bolts, and some don't. But the bolts aren't required.
There are two bolts that are commonly included.
One of them is the "install" bolt which is used to press the crank pulley onto the snout of the crankshaft. This bolt looks just like your existing crank bolt, but it's a little longer. If you weren't given this bolt, don't fret. Just go to your local autoparts store and borrow a harmonic balancer installer. Use that instead. It is actually a preferable way of installation anyway. You re-use your OEM bolt to actually secure the new pulley.
The other bolt that may be included is a bolt that is used to replace a certain stud on the alternator. The OEM stud sticks out pretty far and gets very close to the belt on the water pump pulley. Some kits give you a bolt that you can use to replace this stud. I personally prefer to simply cut off the protruding end of the stud. It takes about 20 seconds with a dremel tool or an air grinder with a cutoff disc. You could also do it with a hacksaw.
