The problem with getting an aftermarket HID system to go along with your stock head lamp housingsis that the bulb remains completely bare. This makes it look like you are High Beaming whether or not you point them downward. I get highbeamed at least 5 times every time I drive at night.
I've been told bysome older family members how painful and DANGEROUS it is for them when having to drive in the opposite direction of very bright headlights (people who leave their highbeams on). Younger folks don't have to worry so much as their eyes can adjust quicker (they still get pissed though), but the elderly sometimes lose sense of where they are on the road.
This realization has prompted me to order Saleens' HID headlamp housings(2 for about $900).
It's expensive, but a small cost to keep people from ending up in a ditch.

RE: 2008 HIDs
You can't just buy the Ford HID lamps and wire them up. The SJB (which includes the LCM functions) is programed to send the correct amount of voltage through the wiring. Without the correct SJB software, you will have to guess at what the proper voltage level is and then control that with resistors.
SJB = Smart Junction Box
LCM = Lighting Control Module (not separate moduleon S197)

The ballasts take +12VDC, same as your stock halogen bulbs. The voltage is not the issue. The SJB will send the correct amount of voltage. Go and look at every other Ford with OEM HIDs. They all use the same voltage source as the halogens.
