If you take off the clips and it still vibrates it might be that the wheels aren't hubcentric. What that means is that the wheel is not properly centered on the hub. Go to a good tire shop and tell them you need some hubcentric rings, they'll measure both the hub on the car and your wheel and get the proper rings. I've had this problem a couple of times with some cars I've owned.

Bingo, get out the calipers and measure the inside of
the centering diameter of the rim and the outside of
the spindle/hub and see if they match. If they dont
see the above post.
