Is "painted" black CDC Chin Spoiler ready for paint?

Is "painted" black CDC Chin Spoiler ready for paint?
I know that there is an unpainted and "painted textured black" CDC chin spoiler. What I'm wondering if the painted textured black version can also be painted over or will it need prepping? I want to paint the outer part of the spoiler windveil, and leave the inner (middle) part black. If the "painted textured black" version can be painted, then the paint shop only has to do the outside and only deal with one color (windveil). Otherwise, they have to deal with two colors, which will cost more.
Anyone know? TIA.

The black texutred one is not made for paint. If you going to get it painted you should get the regular one.
BTW got mine painted with my cervinis wing for 175
