yeah I can hear mine even with the windows up (stock exhaust)
it gives my exhaust a much "fuller" sound compared to stock. and when i'm going up a hill and moderately accelerate, I can hear it at around 4k rpms.
*edit* maybe i'm just hearing the change of the exhaust sound?

Or yours is too dirty.. You should be able to hear it at least with the hood up. If not.. have someone rev the car while you stand in front of the CAI.

I cant hear mine, at all. Windows down, or back with stock exhaust, or with hood open in the garage. I never hear it.
IMO, if you hear your CAI then you have an air leak...
