I would like to know if there are any HID kits that leave your low beams stock, but are HID for high beams for our cars. I would like to not draw too much extra attention (police)to my car at night while cruising on the highway, but would like the HID high beams for cruising the back country roads at night. Does such a system exist for our mustangs?

no...the low and high beam uses the same bulb in the mustang...so that would be impossible

But you could add just HID in your fogs and leave headlights stock, or visa versa.

NO

Most high quality HIDs use the same bulb for low and high.
They use a motor to move the bulb in relation to the focal point
of the reflector making the beam point down for low and up higher
for high beam. Unlike the filiment headlights that have the low and
high filiments in different relation to the reflector and the high beam
filiment being brighter as well.
So, no filiment low beam, HID high beam set-ups for our stang.
Now if you have the GT with the center fogs, you can replace them
with DRIVING lights and get HID bulbs for those. Then wire them up
so the HIDs are high beam and the OEMs are your "un-attention getting
- cant see a thing -headlights.
