I want to know what do you recommend under rain curcumstances to increase the lb to the tires or decrease to avoid any accident plus not driving so fast and having TCS ON.

The right tire pressure. I wouldn't do lower than the dry pressure because the wider the contact patch the lower the speed at which it will hydroplane. That said, the contact patch size changed by tire pressure isn't great enough to make a big change in hydroplane speed.
