Default Horn Problem!

Ok so I noticed my horn does not work at all. I checked the fuse box under the hood and the fuses were fine. I even bought a few new ones to test it out and still no horn. Now recently I had that issue with the passenger side getting flooded real bad. I fixed that problem already, but could my horn not working mean that soemthing got wet? I think the problem lies in the steering wheel, but I am not sure how to remove that to check the wiring or if I even can. Will the air bag deploy if i try? Any suggestion? I really don't to deal with the Ford dealier.

Your SJB is on the passengers side.
It controls most of the electrical accessory functions.
You can diagnose the problem without removing the steering wheel.
It requires a DVM and some electrical knowledge.
If its under warranty, I would take it to the stealership and
get the SJB replaced and the water leak fixed.

Fuse 46 in the BEC under the hood is the horn fuse. Its a 25A fuse.
How bout the horn relay? Have you tried locating that in the BEC
(owners manual) and swapping it with a similar relay to see
if the horn relay is the problem?
How about checking Connector C2274 (dark blue) wire for grounding
when the horn button is depressed? How about checking for the same
grounding on the(dark blue) wire on the SJB connector C2280C with
the horn button depressed?
Horn diagnosis and testing the Ford way.
You have not by any chance installed headers recently??..??..??

I know it has been some years but my Mustang's horn isn't working and was interested in how the headers could affect it. Thanks
